The note is located in the clerk's office on the ground floor of Derceto, along with the list of staff and patients, the message on the Broken Plates and the patient dossier. It can only be retrieved after having acquired Batiste's keys. It is a note written by Batiste in response to the tampering notice that Mr. Waites left in the boiler room, suggesting that the latter uses one of the valves from the cellar to block the steam from the boiler.

I saw your notice in the boiler room. You should know Mr. Chance
won't be coming back. I got no business being in there myself, but
you can take a valve from the wine cellar if you want to try to stop
the steam pouring out. Be careful.
